Type ALOVELYDAY while playing the PC version of GTA Vice City to change the weather to sunny.
Enter it during normal gameplay, not in a menu. If nothing happens, check that you typed it without spaces and that the game window has focus.
Cheats can affect saved games and some progress tracking, so save to a separate slot before you experiment.
